Zoning Update:

The 2020 Baltimore County Comprehensive Zoning Map Process (CZMP) will conclude on August 25, 2020. There were 64 issues filed in County Council District 3. Usually, there are public input meetings held in the District. There are two meetings mandated by law. My plan was to hold two more public input meetings in the District. However, due to the Covid 19 pandemic such meetings were forbidden. I have held many online meetings, received hundreds of messages and letters expressing citizens positions on the various zoning issues.

There are a number of issues which have been of intense interest to constituents. Developers have filed a number of issues proposing to rezone a number of locations in the Lutherville, Timonium and Cockeysville to allow the construction of large multi-story apartment buildings with retail on the ground levels. The number of apartments in each of these buildings range from over 200 to a high of 400.

I have decided to reject the following requests in the Lutherville, Timonium and Cockeysville areas. Most of the schools in the area are overcrowded and our roads are already used to capacity at peak times.

The following is a partial list of the zoning issues proposing to allow the construction of these large apartment buildings. I am making final decisions on other proposals.

I will decline to recommend each of the following proposals to the Council:

3-026. 11317 York Road – Shawan Plaza Shopping Center at Shawan & York
3-027. 2159 York Road – Timonium Shopping Center across from the Timonium Fairgrounds
3-063. 170 W Ridgely Road – the old Stewart’s/Caldor Building
3-052. 61 E Padonia Road – Padonia Village Shopping Center
