A BILL
ENTITLED
AN ACT concerning
Mercantile Exposition Overlay District
FOR the purpose of prohibiting satellite simulcast betting, and intertrack betting, on land with a
Mercantile Exposition Overlay District designation; and generally relating to the
Mercantile Exposition Overlay District.
BY repealing and re-enacting, with amendments
Section 259.15.D.

1 SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF BALTIMORE
2 COUNTY, MARYLAND, that the Baltimore County Zoning Regulations read as follows:

3 D. Uses prohibited.
4 1. The use of land with the M.E. District designation as a video lottery destination
5 location or a video lottery facility and the use of video lottery terminals, as those terms are
6 defined in Title 9, Subtitle 1A of the State Government Article of the Annotated Code of
7 Maryland, is prohibited.
8 2. THE USE OF LAND WITH THE M.E. DISTRICT DESIGNATION AS A
9 SATELLITE SIMULCAST BETTING FACILITY, OR AS AN INTERTRACK BETTING
10 FACILITY, IS PROHIBITED.
11 SECTION 2. AND BE IT FURTHER ENACTED, that this Act, having been passed by
12 the affirmative vote of five members of the County Council, shall take effect on the date of
13 enactment by the County Executive, retroactive to January 1, 2016.
